Parking in Himarë costs nothing at most of the beaches you will actually visit. The town has one regulated tariff, set by Vendim Nr. 19, datë 07.04.2025 of the Himarë Municipal Council: cars pay 50 lekë (about 0.50 euro) per hour in squares and the centre, minibuses 70 lekë, buses 100 lekë. Municipality-run car parks charge a flat 100 lekë for 8 hours or 300 lekë for 24 hours. Monthly and annual passes exist for vehicles up to 5 seats: 2,000 lekë per month, or 20,000 lekë per year for a reserved space. The first 15 minutes are free for loading, unloading or dropping someone off. Registered residents of a zone get reduced rates or monthly passes, disabled drivers with the approved card park free in dedicated bays, and electric vehicles may receive a reduced or zero tariff. Paid hours run within an 08:00 to 20:00 window; from 20:00 to 08:00 parking is free in a number of approved zones. The regulation designates eight paid zones totalling 1,260 spaces: Jorgji Bollano 200, Vangjel Zoto 250 and 140, Andre Dhima 60, Xhorxh Tened 40, the Qeparo car park 70, and two seasonal beach-road zones, Borsh 400 and Perivol 100. The regulation does not state fine amounts; it refers to VKB nr. 04/2020 and VKB 39/2016. Municipal police enforce it and may carry handheld devices that scan a plate and show payment status in real time. Under law 139/2015 on local self-government and implementing decision VKM 1096/2015, a municipality may also license a private operator to run a parking area, which is why an attendant in a vest can be legitimate rather than informal. Free parking in town: the strip behind Spile beach, full by 10:00 in July and August; side streets off the SH8 near the banks, the Alfa supermarket and the bus stop on Rruga Spile, two to five minutes on foot; the northern edge toward the Kastrati fuel station, a 10 to 15 minute walk; and Potami beach 2 km south. The tightest hour is 19:00 to 22:00, not midday. Himara Castle sits on Barbaka hill 240 m above town; the paved 2.5 km access road is drivable in a standard rental car, the top lot is free but small and fills by mid-morning, and cars cannot enter Kastro itself. Walking up from the lower road takes 15 to 20 minutes. Livadhi, 4.5 km north, has a large free gravel lot; the 2 to 3 euro figure quoted elsewhere confuses it with campgrounds, and the 10 euro figure is the sunbed set at about 1,000 lekë. Jale, 12 km north near Vuno, has free roadside space and private lots at 200 to 300 lekë, plus informal collectors demanding 200 to 500 lekë on the public access road. Gjipe charges 300 to 500 lekë at the cliff-top lot, cash only and no receipt; the lot holds 50 to 70 cars and fills by 10:30 to 11:00 in peak season, and the beach is a 2 to 2.5 km hike below, 20 to 30 minutes down and 30 to 45 minutes back up. The decisive fact at Gjipe is the rental contract, not the fee: the 2 km unpaved access track is excluded by standard Albanian rental agreements. CarQ terms specify a 300 euro penalty plus full towing costs, and Localrent states no insurance applies on unpaved roads, including for 4x4s. Elsewhere: Dhërmi and Drymades 500 to 1,000 lekë at club lots, Bunec and Lukovë free, Porto Palermo free informal shoulder, Ksamil 500 to 800 lekë with peak-weekend spikes to 1,500 to 2,500 lekë, Blue Eye about 200 lekë per car plus 50 lekë per person entry. To tell a licensed operator from an informal collector, look for a branded vest, a printed price board and above all a printed dated receipt, the faturë. Parking offences fall under the traffic code, law Nr. 8378, datë 22.7.1998, articles 156 and 157. Reported fine bands differ by source: 1,000 to 3,000 lekë, 2,500 to 10,000 lekë, and 500 to 2,000 lekë. Towing retrieval costs about 4,000 lekë. Paying a fine promptly is cheaper, though sources disagree on how much: the bank BKT cites a 20 percent discount within 5 days, a rental operator cites 50 percent within 15 days; late payment accrues interest. Fines can be paid at a post office, at BKT bank branches, or through the e-Albania portal; an ignored ticket reaches the rental company with a 30 to 50 euro admin fee. An underground car park with 263 spaces at the Petro Ruçi stadium was contracted in April 2026 for 1.2 million euro but is not open for the 2026 season.
