It is a scanned PDF, in Albanian, published on himara.gov.al. No English-language source covers it, and it does not reach most of the beaches tourists actually park at. The regulation designates eight paid zones, 1,260 spaces in total: Jorgji Bollano (200 spaces), two sections of Vangjel Zoto (250 and 140), Andre Dhima (60), Xhorxh Tened (40), the Qeparo car park (70), and two seasonal beach-road zones — Borsh (400) and Perivol (100). Cars pay 50 lekë (about €0.50) per hour in squares and the centre; minibuses 70 lekë, buses 100 lekë. At municipality-run car parks the rate is flat: 100 lekë for 8 hours, 300 lekë for 24 hours. Monthly and annual passes exist for vehicles up to 5 seats — 2,000 lekë a month, 20,000 lekë a year for a reserved space. In practice you hand lekë to a municipal employee who banks the takings at the Bashkia Himarë cashier at the end of the shift. The regulation also describes card machines, SMS-by-plate payment, a municipal app and prepaid cards — but its own wording is that these "may" be introduced, so treat them as planned rather than confirmed running. Municipal police can carry handheld scanners that check a plate's payment status in real time. Penalties for non-payment, overstaying or misusing a disabled bay range from a written warning to a fine, wheel-blocking or removal — but the regulation itself does not state the fine amount. It refers out to two older municipal decisions (VKB nr. 04/2020 and VKB 39/2016) that are not published alongside it, so the exact municipal figure is genuinely unknown. Almost none of the beach lots below fall inside this regulation. They are private operators, informal attendants, or simply free public land. A free strip runs along the road directly behind Spile, the main town beach — zero walk to the sand, which is exactly why it is gone by 10:00 in July and August. The wider fallback is the unmarked roadside parking on the side streets off the SH8 through the centre, near the bank branches, the Alfa supermarket and the main bus stop on Rruga Spile: two to five minutes on foot to Spile, though turnover from locals makes availability unpredictable. If both are full, the northern edge of town toward the Kastrati fuel station reliably has free roadside space even at peak, at the cost of a 10–15 minute walk back in. Potami beach, 2 km south, is free and quieter. None of these free zones post a time limit. 💡 The tightest hour is not midday. It is 19:00–22:00, when day visitors from other resorts drive in for dinner and the promenade. Park before 19:00 and the evening is easy. Kastro sits on Barbaka hill, 240 m above modern Himarë — a fortified old town with fortifications dating to the 5th century BC, still inhabited today. A paved road branches off the SH8 and climbs roughly 2.5 km through town to a small lot at the old-town entrance: narrow and steep, but fully paved and drivable in an ordinary rental car with standard clearance. Cars cannot go inside Kastro itself — the interior is pedestrian-only cobbled alleys, so you park at the lot and walk in. The top lot is free. Its exact capacity is not documented anywhere; sources describe it only as "a handful of spaces", and it fills by mid-morning at peak season. Reports on informal fees conflict. Some visitors say they were asked for around 200 lekë to park on the little side road; others report about 300 lekë per person at a kiosk; local 2026 reporting says the old town is free to enter and free to park, with an informal attendant occasionally collecting a token fee in peak season. All three accounts are in the record and there is no way to say in advance which you will meet. If the top lot is full, park on the lower access road just after the turn off the SH8 and walk up: 15–20 minutes, about 100 m of elevation gain, paved but steep enough to want real shoes. From the town centre it is roughly 2.5 km and 30–45 minutes uphill on foot. A taxi from town runs about 500–800 lekë. Livadhi 4.5 km north of the centre, a 1.5 km pebble-and-sand bay, about 10 minutes on a paved coastal road. Parking is free: the access road ends in a large unpaved gravel area behind the shoreline with room for dozens of cars. Because the beach is 1.5 km long it absorbs crowds well — arrive before 11:00 for a spot near the amenities. The "€2–3 parking" some sources quote is a mix-up. It comes from conflating the free public gravel lot with nearby private campgrounds, which charge roughly €8–15 (800–1,500 lekë) for campervans overnight — not day parking for a car. The "€10" figure is the sunbed set: two loungers and a parasol, about 1,000 lekë a day from private beach club operators, also not a parking charge. You can park free, skip the sunbeds and put a towel on the public sand for nothing. Jale 12 km north of Himarë, down a steep narrow switchback road off the SH8 near Vuno. Some designated private lots legally charge 200–300 lekë (€2–3) — not every lot does — and there is free space along the public access road if you arrive early. Close-in parking is generally full by 11:00. ⚠️ The Jale roadside toll. In July and August, unaffiliated individuals station themselves on the public access road down to Jale, flag down cars and demand a "parking fee" of 200–500 lekë for space that is free public land, with no municipal authority behind them. The workaround is to park about 100 metres earlier on the roadside and walk the rest. Gjipe Gjipe is the one place on this list where the parking fee is the least of your problems. Attendants work the cliff-top lot roughly 08:00–18:00 in summer, charging 300–500 lekë (€3–5) per car — 300 lekë is typical in June, 500 lekë standard in July and August, cash only, no receipts. Sources do not agree on the exact structure: one reports 400 lekë for 12 hours and 700 lekë for 24 hours (500/1,000 for vans), another 400 lekë day and 600 lekë overnight, a third 300 lekë day and 600 lekë overnight. Take the range rather than any single number. Outside peak season the lot is usually unattended and free. The lot holds roughly 50–70 cars and is routinely full by 10:30–11:00 in July and August; arrive after 11:00 and you may simply be turned back. The lot is also not the beach: from the cliff-top it is a 2–2.5 km hike down a rocky, fully exposed trail, 20–30 minutes down and 30–45 minutes back up, with no shade. ⚠️ The real cost at Gjipe is your rental contract, not the parking fee. The lot sits at the end of a 2 km unpaved dirt-and-gravel track off the SH8. In dry weather it is technically passable at 10–15 km/h in a standard rental car, but it is heavily rutted and low-clearance cars risk scraping the undercarriage. Standard Albanian rental contracts exclude unpaved and off-road driving entirely. CarQ's Albania terms state that driving on unpaved or poorly paved roads is strictly prohibited, that insurance will not cover any resulting damage, and that a €300 penalty applies — with the renter covering full towing costs if the car gets stuck. Localrent states plainly that it is not safe to drive standard rental cars on unpaved roads and that no insurance applies there, including for 4x4s. CDW policies in Albania routinely exclude the undercarriage, tyres and suspension outright. Driving to Gjipe is physically possible and contractually expensive: park in Himarë or Jale and take a water taxi or boat tour, or rent higher clearance deliberately, knowing in advance that this is why. Not every attendant is a scammer. Under law 139/2015 on local self-government and its implementing decision VKM 1096/2015, a municipality can legally license a private operator to run a parking area — so a vest and a fee can be entirely legitimate. Under the traffic code (law 8378/1998), charging for parking on a public road requires a council decision designating that spot as a paid zone, and the operator is required to reserve an equivalent free area nearby. Practically, the sums are small and local reporting frames paying as cheap insurance against an unattended car being tampered with, rather than a fee you are bound to pay. If you would rather not pay and there is a legal alternative nearby, parking outside the attendant's line of sight is a reasonable option. Either way, carry small lekë notes — 100, 200, 500 — since cards are essentially never accepted at beach lots. Parking offences fall under the traffic code, law Nr. 8378, datë 22.7.1998 (as amended): article 156 covers prohibited stopping and parking, article 157 covers removal and blocking of vehicles. Sources disagree on the amount, and it is worth knowing all of the figures rather than trusting one. Older references cite 1,000–3,000 lekë. The current amended code text is cited elsewhere as 2,500–10,000 lekë, applied per 24-hour period if the violation continues. Separate 2026 reporting on riviera enforcement cites 500–2,000 lekë, up to 3,000, for obstruction offences, with severe pedestrian obstruction reaching 20,000 lekë. The Himarë municipal parking regulation itself, notably, publishes no figure at all. Both the state traffic police (Policia Rrugore) and the municipal police can issue fines. A 2023 amendment (law 21/2023) gave municipal police competence over parking violations on municipally administered roads, while the SH8 state highway remains traffic police jurisdiction. Towing rather than clamping is the norm on the riviera under article 157; retrieval typically costs around 4,000 lekë (about €40) on top of the fine. Paying promptly is cheaper, though sources disagree on how much cheaper: the bank BKT cites a 20% discount within 5 days, a rental operator cites 50% within 15 days. Either way the action is the same — pay immediately, since late payment accrues interest. You can pay at an Albanian post office (Posta Shqiptare), at bank branches including BKT (no commission), or via the e-Albania portal. If you ignore a ticket entirely, the rental company is billed after you return the car and will charge your card the fine plus an administration fee of €30–50. Himarë is building its way out of the shortage. In April 2026 the Albanian Development Fund and the municipality awarded a €1.2 million contract (about 120.6 million lekë) for "Improvement of Parking Infrastructure Phase II" — an underground car park with 263 spaces at the "Petro Ruçi" stadium on the western edge of town, beneath a new park and municipal building. It is not open for the 2026 season. Until it is, the town runs entirely on the street network and beach lots described above.
